at ~ (place of action)
Use で for where an action happens, に for where something exists. 図書館で勉強します vs 図書館にいます.
Examples
図書館で勉強します。
としょかんでべんきょうします。
I study at the library.
喫茶店でコーヒーを飲みました。
きっさてんでコーヒーをのみました。
I drank coffee at the coffee shop.
