Always the dictionary form (never past), or Noun + の + まえに.

Examples

寝る前に歯を磨きます。

ねるまえにはをみがきます。

I brush my teeth before going to bed.

食事の前に手を洗います。

しょくじのまえにてをあらいます。

I wash my hands before meals.
